Camiling is a first class municipality in the western part of the province of Tarlac in the Philippines. It is about 150 kilometers north-northwest of Manila, and about 50 kilometers south-southwest of Dagupan City in Pangasinan. CAMP Macabulos, Tarlac City -- The Criminal Investigation and Detection Group (CIDG) 3 yesterday filed three criminal charges against four suspects after they rescued 14 young women, who were reportedly forced to work as prostitutes at Nilda’s Kubo-Kubo in Bgy. Palimbo, Camiling, Tarlac.
CIDG provincial officer Chief Insp. Richard Caballero identified the suspects as Vivian Pelayo, Benny Baritua, a certain “Ome” and Nilda Laot, the owner of the said establishment.
Caballero said they earlier received a call from the CIDG in Bacolod City upon the request of its chief executive Mayor Atty. Evelio Leonardia that one of the victim’s sister, identified as Madonna Ibanez of Bgy. Banago, sought his help for the rescue of her sister.
It was told that Madonna’s sister Viel (not her real name), was applying for job abroad but due to lack of money she decided to work for a while so she can pay the processing of her papers.
Viel said she was recruited to work as waitress but to her surprise, she was forced to be a prostitute. She landed first in Bugallon, Pangasinan and later transferred to Camiling, Tarlac.
The victim managed to send a text message to her sister about her problem, prompting her sister to report the matter to their mayor and to the CIDG in Bacolod City.
Last Wednesday, the CIDG, together with Provincial Intelligence Branch led by Supt. Bayani Razalan, raided the place and rescued Viel as well as the other 13 victims and accosted Baritua and Laot while the two other suspects escaped.
The operation was successful after PO2 Amado Basilio Jr., PO2 Alfredo Santos, June Santiago (CIDG asset), together with two media personalities Homer Teodoro of GMA7 and Nelson Bolos of Northern Observer posed as customer. They requested to take out girls and paid P3,000 as bar fines. Upon handing the amount to Baritua, the operatives announce the raid.
The suspects were charged with violation of RA 9208 of the Anti-Human Trafficking Act with no bail recommended and a case of white slave trade with recommended bail of P24,000 each filed before Assistant Provincial Prosecutor Eduardo M. Guardiano. Grave coercion charges were also filed before the Municipal Trial Court in Camiling town with recommended bail of P12,000 each.
According to Tarlac police director Senior Supt. Alfred Corpus, some important personalities tried to negotiate in behalf of the accused but the victim refused and turned down any monetary offer and pursued to file a case against the suspects.
Viel was placed under the custody of CIDG here for her protection and security while the 13 victims were turned over to barangay officials after giving their statement.

CAMP AQUINO, Tarlac City — Residents of Camiling, Tarlac are very grateful that they were considered as beneficiaries of the joint partnership project of the Armed Forces of the Philippines (AFP) and Sagip Kapamilya of ABS-CBN particularly in the construction of school buildings. One (1) school building composed of two classrooms is being constructed in Bilad Elementary School (Annex), Barangay Bilad, Camiling, Tarlac while another two school buildings are undergoing repair and rehabilitation at same school at no cost from the government.
Soldiers from the 522nd Engineer Construction Battalion under the 54th Engineer Brigade, Philippine Army headed by Lieutenant Colonel Rommel R. Hinlo undertake the construction of the school buildings while the Sagip Kapamilya ABS-CBN shoulders the construction cost. The said projects were started on 17 October this year and they are nearing completion.

Camiling, a premiere town of Tarlac lying next to Pangasinan, was once a part of Paniqui. It was declared an independent town in 1838, with Don Vicente Galsim serving as the first gobernadorcillo. The town, with a name derived from the ‘kamiring’ tree that once grew abundantly there, is rich in history and tradition. Camiling is the birthplace of prominent Filipino personages such as U.N. Diplomat and General Carlos P. Romulo, U.P. President Onofre Corpuz and of course, Dr. Jose Rizal’s young love, Leonor Rivera.
In the 1930s, amidst a time of peace and plenty, Camiling held its own ‘petit carnivals’ in conjunction with the town fiesta that was held annually from May 6, 7, and 8. The first recorded provincial fair of Tarlac was held in 1927, same year as the town fair of Concepcion.
